Introduction
As of 1997 Chinasoft International Ltd. has been involved
in the construction of China's social insurance information
system. In July 2003, the Ministry of Labor and Social Security
developed the SIMISCP2.0-Social Insurance Management Information
Core System 2.0. In which Chinasoft International Ltd. qualified
and became the technical supporter for the implementation
of the SIMISCP2.0 system. Chinasoft International Ltd. redesigned
the systems layout, business system, connection service, and
data migration of the SIMISCP2.0. After successfully announcing
the circulation of the SIMISCP3.0 known as ¡°The Five-Insurance-System¡±
the new application has greatly improved the flexibility and
speed of operations.
System Summary
The Five-Insurance-System consists of application support
platform and application software. The application support
platform consists of J2EE platform, middleware platform and
core business modules. The core business module includes data
interview layer, business entity layer, processing layer and
external exhibit layer. Chinasoft International Ltd. has optimized
the core business module.
The application software system includes five sub-systems,
senior citizen insurance system, The unemployment insurance
system, medical system, industrial injury insurance system,
and childbirth insurance system. Each of the five sub-systems
can be operated solely or combined with others freely.
The system shares information with banking, taxation, designated
medical organizations, pharmacy and other related organizations.
Therefore, the system has a wide range of external connections.
Furthermore, Chinasoft International Ltd. has met the preliminary
requirements of the Ministry of Labor and Social Security
with regards to future technical trends such as, rule-editing,
workflow, cache, O-R mapping etc.
The Five-Insurance-System functional structure
 |
The Five-Insurance-System has highlighted its identity as
a platform. Technically it adopted a face to face analysis,
design and development method and structurally it adopted
a C/S/S three-layer structure based on J2EE standard. The
general characteristic of the Five-Insurance-System can be
defined as it proceeds from the core system and exits the
core system.
Technical features:
1 Consistency Proceeding from the core system
2.0 means optimizing the following three aspects:
¢Å Consistent in technical structure
Chinasoft International Ltd. adopted J2EE based C/S/S three-layer
structure, which is in coherence with the core system 2.0.
Meanwhile all the development and adjustment has been authorized
by the Ministry of Labor and Social Security and have been
put on record.
¢Æ Consistent index
Chinasoft International Ltd. adopted the index and coding
system of the core system 2.0. Chinasoft International Ltd.
strictly obeyed the nation's standard of information guide
and structure and the standards of the Ministry of Labor and
Social Security. The coding system can be adjusted according
to the required standards.
¢Ç Consistent in workflow designing
In the developing process, Chinasoft International Ltd. designed
the business workflow in term of the business regulations
and reports submitted by the Ministry of Labor and Social
Security. With referring to the original core system 2.0,
the Five-Insurance System kept consistent with the actual
business workflow of the Ministry of Labor and Social Security.
2 Advantages The enhanced advantage of
the core system 2.0 technologies provides stable structure
and mature workflow environments.
General Structure Optimization ¢Å
The enablement of the delegate module
The implementation of the delegate module has greatly reduced
developing difficulty, coding errors, and implementation due
to its flexibility. The delegate and facade functions provide
common code of the BEO, DTO and DAO, which will be created
automatically. Localized development only needs to concentrate
on the enablement of the BPO business method. Consequently,
this has greatly reduced workload.
The flexible communication between delegate and facade modules
ensures its function through adjusting configuration, distinguishing
and producing developing environments. For example, the local
transfer developing environment can be used for coding and
adjustment and in producing Weblogic environments that can
deploy EJB load and balance. This ensures the allocation of
the application according to the actual hardware and network
conditions.
¢Æ The introduction of the ruling engine
Chinasoft International Ltd. 's Five-Insurance System has
introduced the ruling engine to solve disagreements between
policy details. Regarding frequently asked inquiries within
the senior citizen insurance and medical clearing system.
The system structured a priorty ruling system, and local policies
can be employed into the supervision of the ruling system.
¢Ç Workflow
Due to different business procedures within different areas
of the social security industry, Chinasoft International Ltd.
's Five-Insurance System introduces workflow identify for
the transformation of different work functions.
¢È Recoding the data interview layer of the core platform
BEO, DTO and other configuration files can be generated
automatically through O-R Mapping through Hibernate techniques.
Operations such as add, delete and inquiry can be done in
DAO. The majority of the code can be generated automatically
and operating results transferred through the DTO. Through
this method, Hibernate cache has been optimized and auto development
tools have upgraded the efficiency and quality of the system.
(5) Optimizing workflow
- Improved and easier business functions on actual
needs
- Individual payment collecting and processing, flexible
and practical
- Multiple options for enterprises
- Convenient filing management for both enterprises
and individuals
- Full function inquiry system
- Filing data viewing system
- False business returning function
