City brain overall project construction: Chinasoft International won the bid for Yibin "City Brain" 166 million yuan project. The construction goal is to use cutting-edge technologies such as big data, cloud computing, artificial intelligence, and multimodal large models to create a city-level data core and intelligent decision support system, achieving refinement, intelligence, and efficiency in urban management. As an important part of Yibin "City Brain," this project helps build Yibin's new smart city cloud-brain integrated operation system, laying a solid foundation for the comprehensive development of Yibin's "one blue and one green" digital economy track.
"Four modules" smart government capability construction: The solution covers four modules: "one-network unified management," "one-network service," "one-screen overview," and "one-network collaboration," covering information collection to processing, problem discovery and early warning, cross-department collaboration, and other aspects. In terms of application scenarios, multiple specific scenarios have been implemented, including hotline work order intelligent processing, compliance supervision automation, grassroots grid data rapid response, and emergency dispatch plan generation.
Digital talent and industry-city integration characteristic model: Chinasoft International created a Yibin characteristic model of "taking digital talent as the foundation, taking application scenarios as the orientation, and helping the Yibin government achieve three core closed loops" (the three core closed loops are enterprise operation closed loop, industry-city integration closed loop, and industrial chain closed loop). Through the landing of Chinasoft International Cloud Intelligence (Southwest) headquarters base in Yibin, build Chinasoft International Southwest Smart City Operation Center and Data Element Governance Operation Center.
Deep application of government large models: Jointly with Huawei Government One-Network Corps, create professional capabilities in consulting planning, solution integration, security, and operation services, promoting deep integration of digital technology and industry scenarios.
Implementation Results
The 166 million yuan city brain project has been fully implemented, covering multiple levels such as urban data center, intelligent decision support system, and multi-domain smart applications, and is one of the largest smart city single projects in Southwest China.
Through large model technology, government report writing efficiency has increased by more than 70%, and complex task processing time such as bid evaluation has been shortened by 60%. The intelligence level of urban governance has been greatly improved, citizen service satisfaction has increased by more than 25%, and average work order processing time has been shortened from 3 days to within 1 day.
Built an urban intelligent base based on a localization technology stack, meeting the core requirements of government data security and information technology innovation replacement.
The project won the 2025 Smart City Pioneer List Excellent Case, becoming a benchmark for national smart city construction. Chinasoft International focuses on Yibin's "cloud-brain integration" to deepen the effectiveness of the Southwest Smart City Operation Center, and expands in industries such as smart emergency response, ecology, meteorology, transportation, and low-altitude economy.
